Mission:
The mission of the Missouri State Interagency Coordinating Council (SICC) for First Steps Early Intervention program is to advise and assist the Missouri Department of Elementary and Secondary Education (DESE) in serving infants and toddlers birth to age three, who have developmental delays and disabilities, in providing an appropriate family-centered, comprehensive service delivery system which promotes optimal child development and family functioning.
Function:
Advise and assist the lead agency in performance of the responsibilities set forth in Section 635(a)(10) of the Individuals with Disabilities Education Act, particularly the identification of the sources of fiscal and other support for services for early intervention programs, assignment of financial responsibility to the appropriate agency, and the promotion of the interagency agreements; Advise and assist the lead agency in the preparation of applications and amendments thereto; Advise and assist the State lead agency regarding the transition of toddlers with disabilities to preschool and other appropriate services; and, Prepare and submit an annual report to the Governor and to the Secretary of Education on the status of early intervention programs for infants and toddlers with disabilities and their families operated within the State. The council may advise and assist the lead agency regarding the provision of appropriate services for children from birth to age three. The council may advise appropriate agencies in the State with respect to the integration of services for toddlers and their families, regardless of whether at-risk infants and toddlers are eligible for early intervention services in the State.

Term length: None stated in Statute. Council Bylaws state: State agency representatives shall serve at the pleasure of their appointment authority. All other membership terms shall be four (4) years.
Compensation: Members receive reimbursement for realized and necessary expenses.
Member Requirements: 1) At least 20% of the members must be parents, including minority parents, of infants or toddlers with disabilities or children with disabilities aged 12 or younger, with knowledge of, or experience with, programs for infants and toddlers with disabilities. At least one member must be a parent of an infant or toddler with a disability or a child with a disability aged six or younger. 2) At least 20% of the members must be public or private providers of early intervention services. 3) At least one member must be from the State Legislature. 4) At least one member must be involved in personnel preparation. 5) At least one member must be from each of the State agencies; Department of Health and Senior Services, Department of Mental Health, Department of Social Services, Department of Elementary and Secondary Education, and Division of Insurance, Financial Institution & Professional Registration. 6) At least one member must be a representative of a state educational agency which is a lead responsible for preschool and early intervention services to children with disabilities and shall have sufficient authority to engage in policy planning and implementation on behalf of such agency. 7) At least one member must be involved in the Head Start program. 8) At least one member must be from the Office of the Coordination of Education of Homeless Children and Youth. 9) At least one member must be a representative from the State child welfare agency responsible for foster care. 10) At least one member must be from the State agency responsible for children's mental health. 11) At least one member from the state Medicaid (MO HealthNet program). 12) At least one member shall be from a state agency responsible for childcare. 13) Other member selected by the Governor. Other members may include entities involved in early intervention or early childhood services.
